Award for the Project or Initiative with the Best Social Impact
“Development of the Suicide Attempt Intervention Unit” of the Madrid City Council Fire Department
The mission of the Madrid City Council Fire Department is to safeguard human lives. For this reason, among other actions, they have set up a suicide prevention service to act in extreme situations. This suicide intervention unit uses a specifically adapted working procedure focused on rescuing people who are driven by despair to attempt to take their own lives.
Cases of suicide or attempted suicide are increasing. In response to this reality, this initiative, which is the only one in the world set up by a fire-fighting service, has been developed to comprehensively address specific methods and coordinate with other services to rescue people suffering a suicidal crisis.

Pilar González de Frutos, for her work “The necessary reform of supplementary social protection in Spain”
This study focuses on an issue of vital importance for our society: in view of the demographic data and the ageing of the Spanish population, it is essential for the country’s competitiveness that its citizens have systems of supplementary social protection which, together with public pensions, allow them to maintain their consumption patterns and an adequate standard of living after retirement. This study addresses the need to implement appropriate measures so that these systems can contribute to economic growth and improved competitiveness.
Pilar González de Frutos holds a degree in Law from the Autonomous University of Madrid and is a State Insurance Inspector. In 2003 she became president of the Unión Española de Entidades Aseguradoras y Reaseguradoras (UNESPA), the Spanish Union of Insurance and Reinsurance Companies, a position she held until 2023, when she retired.
